Seeing a knee specialist

I used to run quite a bit, but I have had to cut back because of persistent knee injuries. I am currently running about once a week. I would like to run a bit more, but I know if I do my knee will start to get sore again, and I will be forced to lay off again for months rather than weeks. In the past I have visited physiotherapists, who usually sorted it out, but I think it's gone beyond that stage now. I have tried podiatrists, run with shoe inserts, run in 'barefoot' shoes. I wonder whether it is worth seeing a knee specialist. I don't have private health insurance, so I wonder how much it would cost.
