At a Parkrun / Great Run Local most people will finish within 40-45 minutes.
To be a competitive track runner you'd want to be sub 15 minutes.
Sub 20 minutes is a very good benchmark and achievable by most healthy average build male adults with regular training (at least 3 times a week including some speed-work in at least one of those runs) - I'd guess 22-23 minutes as a similar figure for females, but sadly its not a nice round number.
I think a good 'average' time would be 30 minutes - roughly 10 minute miling. That's something most people can achieve - I can't even imagine running 23 minutes
